MOAA Summer Advocacy in Action: Pay Raises for Junior Enlisted Troops
Both the House and Senate versions of the National Defense Authorization Act call for a 4.5% pay raises for most service members as well as additional boosts for E1-E4, though each branch of Congress does not agree on the specific amount. The House version calls for a 15% raise for junior enlisted while the Senate calls for a 5.5% for E1-E3 troops.

    As an Australian I served as a rifleman (conscript) in 1970. I have returned twice, once with my two sons, and a second time with my wife and two daughters. I'd recommend that experience to all veterans.

    The monthly premium is going to eat up all of our monthly retirement income that was left after the basics. We had an extra 200 a month in our budget before we were forced to go on medicare. We used those funds to travel to see our kids, grand kids, clothing and household improvements. Now, we are both looking for work just to not have to resort to using credit cards to pay for something we already had. I feel cheated.

    And….the military/industrial complex made a lot of money at the expense of many American and Vietnamese lives…maybe that’s why the war was prolonged…and a so-called former president calls dead veterans “suckers and losers”, his real bonespurs are between his ears and any American who votes for him has a similar disease if not more, they are the real suckers and losers 😱

    Thank you for your advocacy on the Major Richard Star Act, but again, there are factors preventing this from coming up, being passed and demonstrating a real successful outcome. There are a myriad of thoughts about how the Star Act will still not come up for a vote, again! Unfortunately, even if it does, it won't make it past committee. They have demonstrated since 1982, they don't want to pay for disability retirees to receive both. (I am sorry to say, but the proposal needs to have some sort of incentive for those lawmakers who support it)! I get it, this concurrent receipt issue has been out for generations, finally passed in 2004 and 2008 they demonstrated that retirees who make 20 years of creditible service, even if they have disabilities, are entitled to receive both forms of financial pays. But, for some reason if medically retired for disabilities which end your career, somehow you are not entitled to be disabled and receive pay for service time? How did that happen... Oh, there is some hidden redirection in those acts. You can see it in legislation written over time. For instance, the PACT Act in 2021/22, if you read those bills, hidden within them, is a means of law writers to get something in return. The PACT act, if you think about it, it took since 1960's to award recognition of exposure to toxins of nuclear testing. It's been over 50 years, thus a majority of those servicemembers have already died! But, within the wording of the bill is a "research" section where money can be used to support researchers who work under companies partlially owned by those same people who wrote the act, or they receive 'lobbying' monies from the research, thus, they passed the PACT act and now they are receiving some of the money from it. There is also hidden means of moving monies in the concurrent receipt legislation from 2002-2004 for retirees with over 20 years of service. Yet, there is nothing in the failed retired pay restoration act, or the not passed disabled veterans tax termination act, and now nothing in the Major Richard Star Act which provided some type of financial incentive. This continues to happen every 2 or 3 years. My dad worked on this in 1992, but post-Desert Shield Storm events paused a lot of the activity. Again into 98, 2000, then 2003. Not included in 2004 Concurrent receipt for full retirees. The purposeful omission of concurrent receipt for disabled veterans in the 2004 concurrent receipt legislation! 2007, 2009 with Senator Reid act, S-546, Retired Pay Restoration act of 2009. I remember watching C-span hoping for the act to be discussed, but F-22's were instead, and, this happens every year... My dad died without seeing it happen. Senate Amendment 1478, in 2009. In different section discussions and amazingly, it got added/amended into NDAA in 2009, then, in committee, Chapter 61 retirees and concurrent receipts were removed for those with less than 20 years of service... HR 333, initially written under different title in 2012, "disabled veterans tax termination act." The Retired Pay restoration act of 2015 labeled S-271; HR 303; HR 1366; HR 89; S-2385; (extended from 2005 and Section 644 of Senate bill S. 1042); in 2009 with the omnibus budget proposal for phase in of Chapter 61 retirees to receive concurrent receipt presented initially and then removed prior to final NDAA votes; The Major Richard Star Act is just another version of the same legislation that has been worked on over and over again. CRSC and CRDP were created as trade off's for saying medically retired veterans are important but they want to continue to take away money to use when it remains hidden for how they use that money! It's their art of compromise. Title 38 CFR section 3.750 and specifically, title 10 USC Chapter 61, Veterans who receive disability retired pay with less than 20 years of creditable service are not eligible for concurrent receipt!" For over 32 years now, if congress and the senate felt this was important, it would be paid for! they do not want to pay us, those funds are for other purposes. You do not have to look far to see the proposed legislation/amendments; 1982, 1985, 1986, 1989, 1998, 2001, 2003, 2004, 2006, 2008, 2011, 2014, 2015, 2017, 2019, 2020, 2021, 2022, 2024! There is also push from the Congressional Budget office to complete eliminate CRSC and CRDP. Their proposal in December of 2016 would push efforts to save 139 billion dollars in order to redirect that money to other national matters. there is also the Congression Research Service which is pushing for elimination of dual pays, i.e. retirement and VA disability pays, as their proposals save 100's of billions of dollars for the national government to redirect those moneys. They can pass 95 billion to send money to Ukraine for a fake war, and have lobbying powers redirect their money to fake CGI and computer grafics for certain unpopular presiding candidates who want to ride on AF one planes, but they cannot vote in money to support those veterans who were injured while in service. If this is every to be passed, it has to be written in such a way as those who vote to pass it, get financially incentivized with it! Subtle hidden corruption, unfortunately, this is the way our gov works. The Major Richard Star Act is a different title for the same denied legislation as in the past!

    Stop leaving veterans behind. Enhance the 2018 BRS legislation to include All who served before 2018. It’s a benefit like that is good enough for federal civilian employees, it damn better well be good enough for our veterans on the 2018 BR legislation so that we include all of our veterans.

      Agreed! $2k a year each is ridiculous! And nobody said a word until it was "Surprise, Happy Birthday, here's a bill for over $500. And it will be sent every 3 months. Enjoy your cake." Who is retired and has an extra $500 a quarter to spare in todays economy? Not us!

    As a retired member of the USAF band, I want to know who was the composer and who was the lyricist. This has a march style in the same vein as any college fight song. It is in the key of concert F, and the chord changes are from the coast guard song. In my 23 years as USAF Saxophonist, I have played so many military service songs!!!

      That's a good question - do you mean if a Gold Star child ended up joining with regard to the education benefits? If so, apparently there was a lawsuit recently that addressed whether a recipient of education benefits could also receive Post- 9/11 GI Bill benefits. I believe the answer is yes but there is a total limit of 45 months. In the case of dual-military households, I understand that if one spouse dies on active duty, the survivor receives SBP/DIC even if still on active duty themselves.

    This would directly help me. I was active duty 15 years and I was injured in Iraq and was medically retired. I would have stayed my 20. but I physically could not. 5 years away and I lost a lot. Thank you for working on this.
